Unesco world heritage list tops 1,000

A vast wetland in Botswana, a prehistoric cave in France and an ancient land formation in the U.S. are among a host of new sites that have been added to the Unesco world heritage list over the last few days, pushing the total number to 1,007.
The Okavango Delta in Botswana became the 1,000th site to be inscribed on the UN cultural agency’s coveted list, which has been active since 1978 and commands strict rules for conservation from host nations. Botswana’s unique inland delta, which does not flow into a sea, was described by Unesco as “an exceptional example of the interaction between climatic, hydrological and biological processes… home to some of the world’s most endangered species of large mammal”. Its addition comes after almost a decade of advocacy from conservationists and scientific researchers.
The Grotte Chauvet in the Ardeche, France — home to the earliest known and best preserved figurative drawings in the world and described as an “exceptional testimony of prehistoric art” — was also added to the list. The cave, which remained cut off by a rockfall for 20,000 years until its discovery in 1994, contains over 1,000 images dating back to the Aurignacian period (30,000-32,000 years ago). While the closely guarded cave is off-limits to visitors, a replica is due to open in 2015.
Other inclusions, which consist of both cultural and natural sites, are the vineyard landscape of Piedmont in Italy, which has been a historic site for wine making since the fifth century B.C., a series of properties in the city of Bursa, Turkey, that demonstrate the social and economic functions of the Ottoman empire, and the Great Himalayan national park, a stunning yet fragile ecosystem that is home to many endangered species and will now receive close monitoring and observation of its biodiversity.
Burma made its entry on to the list for the first time when the Pyu ancient cities were awarded heritage status. The trio of brick, walled and moated cities of Halin, Beikthano and Sri Ksetra include excavated palace citadels and burial grounds as well as monumental brick Buddhist stupas.
Another notable addition is the prehistoric earthworks of Poverty Point in Louisiana, U.S.A. The complex of ancient mounds and ridges were created for residential and ceremonial purposes between 3,700 and 3,100 B.C. The site was praised by Unesco as: “A remarkable achievement in earthen construction in North America that was not surpassed for at least 2,000 years.” The decision, which was welcomed by the U.S. Department of State, comes a year after the U.S. lost its Unesco voting rights along with Israel. The U.S. has had far less influence over Unesco decisions since withdrawing its financial contributions to the organisation in 2011 after the Palestinian government was granted full membership.
Other sites awarded Unesco world heritage status this year include Qhapaq Nan, a vast Inca road system in Peru, and the fossil rich coastal cliff site of Stevns Kilt in Denmark, which offers “exceptional evidence of the impact of the Chicxulub meteorite that crashed into the planet about 65 millions years ago”. In order to be selected for the list, sites must be considered of outstanding universal value. Cultural sites are judged against a set of criteria such as whether it represents “a masterpiece of human creative genius” while the criteria for natural sites includes whether it “contains superlative natural phenomena or areas of exceptional natural beauty”.
More sites are expected to be added over the next two days as delegates at the world heritage committee work their way through the 40 sites up for consideration for special status during the organisation’s 38th session held in Doha, Qatar.

Modi govt.’s first Budget on July 10

The first Budget of the Narendra Modi government will be presented on July 10. Parliament will be convened on July 7 for a session that will last till August 14.
The Cabinet Committee on Parliamentary Affairs that met on Monday is understood to have taken the decision, but there was no official announcement. The Railway Budget will be presented on July 8, while the Economic Survey will be released on July 9. Parliamentary Affairs Minister M. Venkaiah Naidu has asked all Ministries to draw up a list of pending bills.
There are at least four ordinances that need to be replaced with Acts of Parliament, including one that allowed Nripendra Mishra, who was earlier Chairman of the Telecom Regulatory Authority of India, to be appointed Principal Secretary to the Prime Minister. The TRAI Act had restricted jobs its chairmen could accept subsequently. An ordinance that transferred certain areas of Khammam district from Telangana to the successor State of Andhra Pradesh to execute the Polavaram project, and another one that amended the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act are awaiting parliamentary approval.
The government has signalled that some hard measures are on the way to turn around the economy.

World's Most Powerful Telescope 'ATLAST' Could Aid Space Agencies in Extra-Terrestrial Life Detection

A new telescope that is currently being prototyped could aid space research agencies throughout the world in their quest to determine if extraterrestrial life exists.
The powerful Advanced Technology Large Aperture Space Telescope (ATLAST), which scientists in both the US and Europe are rooting for, is said to be 2,000 times more powerful than the Hubble Space Telescope.
Scientists working on ATLAST state that the 'extremely powerful telescope' allows engineers and astronauts monitor and study different planets and solar systems located many light years away from the earth, some even as far as 30 light years.
The ATLAST concept, which is the brainchild of the Space Telescope Space Institute (STSCI), will have a huge mirror that will allow it to function even in the infrared spectrum regions, apart from operating in the ultraviolet spectrum region.
The development of ATLAST could speed up thanks to Martin Barstow,  Professor of Astrophysics and Space Science at Leicester University and President-elect of Royal Astronomical Society (RAS), who has said space organisations and governments across the globe should support the ATLAST project.
Scientists are expecting that space research agencies such as Nasa will actively back the ATLAST project both financially and logistically.

Gujarat's Rani-ki-Vav Recognised as UNESCO World Heritage Site

The splendour and intricacy of the 11th centuryRani-ki-Vav in Patan will now enthrall the world. Unesco'sWorld Heritage Committee (WHC) in Doha at its 38th session inscribed the stepwell of the Solanki era as a world heritage site on 23rd June. Rani-ki-Vav will be Gujarat's second world heritage property to be placed on Unesco's coveted list after Champaner-Pavagadharchaeological park a decade ago in 2004.

The stepwell bears testimony of queen Udaymati's love for her husband king Bhimdev I of the Solanki period and was built between 1063 AD and 1068 AD. Barely a two-hour drive from Ahmedabad near Patan town, this subterranean stepwell symbolizes the peak of Gujarat-style architecture. One would be awed at the intricate carvings of apsaras, the sculpted walls depicting different avatars of Vishnu and the Mother Goddess slaying demons Mahishasur Mardini. The stepwell entered the tentative list of Unesco's world heritage list in July 1998.

It was in 2012 that an Archaeological Survey of India (ASI) team led by former superintendent archaeologist of Vadodara Circle, K C Nauriyal, had prepared a dossier for the stepwell for Unesco's approval.

Nauriyal was also part of the Indian delegation at Doha. After the submission was made, an International Council on Monuments and Sites (ICOMOS) team, the Unesco's WHC advisory team, had visited Patan in October last year and conducted a detailed study. It even talked to locals on how they perceived the stepwell and what it meant to them. The ICOMOS team was led by professor Zhang Jie of Tsinghua University, China.

Virat Kohli losed number one spot to AB de Villiers in ODI rankings

India's batting sensation Virat Kohli's decision to skip the recently concluded three-match series against Bangladesh has seen him lose the number one spot to South Africa's AB de Villiers in the latest ICC ODI rankings issued on 21st June.
Kohli was leading de Villiers by nine ratings points in the batting chart, but since a player loses one per cent of his rating for missing every match the Indian batsman has dropped a total of 13 points to now trail the South African stroke-maker by four ratings points.
De Villiers is also at the top of the batting table in the Test batsmen list, while Kohli is at the 10th position.
However, all this could change over the next couple of months depending on how de Villiers performs in Sri Lanka and Kohli performs in England.
Like Kohli, Shikhar Dhawan and Rohit Sharma have also lost ground for opting to rest from the tour. Dhawan is now 10th after slipping two places, while Rohit has fallen out of the top 20 to be at 23rd position.
However, Suresh Raina, who captained India in Bangladesh, has moved up two places to 27th.
In the ODI bowlers' chart, both Ravindra Jadeja and Ravichandran Ashwin have lost two places, to be at seventh and 17th spots, respectively.
However, pacer Umesh Yadav has jumped eight places to claim 78th position, while Stuart Binny, who returned with the figures of 4.4-2-4-6 in the second ODI, has gained 23 places and is now at 206th spot.
Jadeja, meanwhile, has retained his fourth place in the ODI all-rounders' list, which is headed by Mohammad Hafeez of Pakistan.
In the team rankings, there is no change to the pre-series rankings of India. India are on equal points with Sri Lanka (112 ratings points) but are ranked behind the Island nation in third place when ratings are calculated beyond the decimal point.

Pyu Cities Snag Burma’s First Unesco World Heritage Listing

The ancient city-states of Pyu became Burma’s first entry into the Unesco World Heritage List on 23rd June, with the three sites securing the endorsement of the World Heritage Committee, meeting in Doha, Qatar.
The trio of cities—Halin, Beikthano and Sri Ksetra—are located in Burma’s central Dry Zone and feature the walled remains of sites built by the now-extinct Pyu people from the first to ninth centuries AD.
At Sri Ksetra in Pegu Division, the ruins of what was once Southeast Asia’s largest walled city cover an area of about 18 square miles, with the remains of a royal palace at the center. Halin in Sagaing Division and Beikthano in Magwe Division likewise include the ruins—enclosed by the remains of brick fortifications and featuring elaborate irrigation systems—of ancient Pyu city-states.
Thant Myint-U, chairman of the Yangon Heritage Trust, said the listing was a major step toward additional recognition of Burma’s historical heritage from the UN cultural body.
The Pyu sites together formed one of 15 historical and natural sites in Burma on the tentative list for World Heritage status. Other sites put forward as potential listings for World Heritage recognition include Inle Lake in Shan State, the Myeik Archipelago in Tenasserim Division and Bagan, the ancient Buddhist temple complex in Mandalay Division.

Rail passenger fares hiked by 14.2%, freight rates by 6.5%

The railways sought to correct the long running distortion in the fare structure by hiking passenger fares by 14.2 per cent across all classes and freight charges by 6.5 per cent. The increase takes effect immediately.
The previous government had decided to hike fares from May 20, but its implementation was stayed because the announcement was made on the same day as declaration of election results.
However, the speed with which this government took the decision caught senior railways officials by surprise because just a day earlier, Railway Minister Sadananda Gowda had told them that some rounds of consultations were still pending.
Senior officials said the hike in passenger fares will help pare down the diversion of profits from the freight to passenger segment. Successive Governments have shied away from biting the bullet on passenger fares because of fears of public dissatisfaction.
As a result, passenger hikes in previous years, especially in the more patronised second class and suburban travel, were either rolled back or of amounts that were lower than planned. The railways moves about 600 crore passengers every year.

Government appointed Shaktikanta Das as Revenue Secretary

On 14th June, a crucial meeting had been scheduled by the Prime Minister's Office. The meeting was to be attended by the secretaries of commerce and revenue, and was to revisit the plan for special economic zones, which were envisaged as enclaves of manufacturing excellence to spur exports but have failed to take off.

Hours ahead of the scheduled meeting, revenue secretary Rajeev Takru, aGujarat cadre officer, was moved out to the ministry of development for the north eastern region. Fertiliser secretary Shaktikanta Das, a 1980 batch IAS officer of the Tamil Nadu cadre, who is also a finance ministry veteran, was brought in as the new revenue secretary. Das, incidentally, was also the man behind Tamil Nadu's successful SEZs and industrial policy.
Das, known for his objectivity and for being polite yet firm, is expected to help the new government turnaround the scheme more effectively while he ensures continuity at the finance ministry because of the wealth of budget experience he has at the Centre of economic decision making. He has been away only about six months since he became fertiliser secretary at the end of December 2013.
He is more likely to go by the book and is well equipped to meet the pressures of the new profile.
He withstood political pressure to allot government land to private IT companies in Tamil Nadu without a bidding process. It's another story that he had to suffer its consequences by going without any posting for three months after being shifted as land revenue secretary of the state.

He played a key role is resolving the muddle after the department of industrial policy and promotion initiated a move to clamp up foreign direct investment (FDI) in the pharmaceuticals sector. Being the additional secretary in-charge of the FDI policy in the department of economic affairs, he had surprised many by visiting the Foreign Investment Promotion Board secretariat soon after being given the charge. His over 12 years' experience in finance, including budget making both at the Centre and state, means that he will hit the ground running when the finance ministry is in the thick of budget preparations.

Delhi becomes first kerosene-free city in India

The Delhi government on 16th June 2014 announced that the national capital has become the first 'kerosene-free city' in the country.
With the successful implementation of 'Delhi: A Kerosene-Free City Scheme, 2012', no subsidized kerosene is being issued in the national capital and the country can save upto Rs 200 crores every year.

The scheme was launched in 2012 in collaboration with three oil marketing companies and Union ministry of petroleum and natural gas for which Delhi government had incurred an expenditure of Rs 62 crores.

Delhi was earlier getting about 53,000 kilolitre of kerosene oil every year from the Centre, which was issued to eligible households at a subsidized rate. At the present market rate of the oil, it would have cost the government about Rs 200 crores per year as subsidy, Yadav said.

Under the scheme, free gas connections along with LPG filled cylinders, two burner gas stove, regulator and suraksha pipe were issued to the jhuggi ration card (JRC), below poverty line (BPL) and antodaya ann yojana (AAY) ration card holders who were using kerosene oil for cooking.

A total 3.56 lakhs such ration card holders could benefit from the scheme but those families which already had an LPG connection were not eligible under it.

Gujarat got nod to raise Narmada dam height

Ending Gujarat’s eight-year-long wait, Chief Minister Anandi Patel on 12th June announced that the Narmada Control Authority (NCA) has given approval to raise the height of the Sardar Sarovar Dam to 138.62 metres, which, on its completion, would allow the state to get three times more water for irrigation.
The government can go ahead with installation of sluice and radial gates at the dam and take its height to its full reservoir level, at 138.62 metres, from the present 121.92 metres and also increase water holding capacity by 74 per cent from 1.25 to 4.75 acre feet.
However, the state will have to speed up its long pending canal network, without which the additional water quantum will be of no use. Although the project started in 1982, 40 per cent of its 75,000-km-long canal networking work is still pending.
Thus, there will be little chance that water will reach the parched areas of Saurashtra, Kutch and north Gujarat to meet its full irrigation capacity of over 18 lakh hectares.
The dam covers MP, Gujarat, Maharashtra and Rajasthan.

Neymar brace helped Brazil overcome Croatia 3—1

Brazil came from behind to beat a stubborn Croatia 3—1 with the help of Neymar’s double in a nervous-but-successful start to their home World Cup title mission.
The young icon was on target with a low shot in the 29th minute and on a disputable penalty in the 71st before Oscar wrapped up matters late after an own goal from Marcelo had given Croatia a shock lead early on.
Neymar’s goals, which set off fireworks across Sao Paulo and elsewhere, were the perfect start for himself and for Brazil in their bid for a sixth title.
Luiz Felipe Scolari’s men will need to improve after they had a hard time breaking down a disciplined Croatian defence. But they can draw optimism from Neymar seemingly not cracking under the immense pressure, and the recently-criticised Oscar also showing a strong performance on the left wing and scoring as well.

Iraq insurgents took Saddam's home town Tikrit in lightning advance

Sunni rebels from an al-Qaida splinter group overran the Iraqi city of Tikrit on 11th June and closed in on the biggest oil refinery in the country, making further gains in their rapid military advance against the Shia-led government in Baghdad.

The threat to the Baiji refinery comes after militants from the Islamic State in Iraq and the Levant (ISIL) seized the northern city of Mosul, advancing their aim of creating a Sunni Caliphate straddling the border between Iraq and Syria.

The fall of Mosul, Iraq's second biggest city, is a blow to Prime Minister Nuri al-Maliki's attempts to defeat the militants, who have seized territory in Iraq over the past year following the withdrawal of US forces.

About 500,000 Iraqis have fled Mosul, home to 2 million people, and the surrounding province, many seeking safety in the autonomous Kurdistan region.

Having also taken two small towns north of Baghdad, Dhiluiya and Yathrib, the insurgents are in control of between 10 and 15% of Iraqi territory, excluding Kurdistan, and have led many Iraqis to fear they have the capital, Baghdad, in their sights.

Security sources said ISIL militants on Wednesday drove more than 60 vehicles into Tikrit, the home town of former Iraqi dictator Saddam Hussein, which lies about 100 miles (160km) north of Baghdad.

The militants occupied the provincial government headquarters and raised the black flag of ISIL.

In April, a separate judge had dismissed a similar human rights violation lawsuit filed against the Congress party by SFJ in the anti-Sikh riots case saying the group has no legal standing to file such a suit and events that do not “touch and concern” the US will not be heard in an American court.

Pope hosted Mideast prayer summit

The Israeli and Palestinian presidents began an unprecedented meeting with Pope Francis on 8th June to pray together in the hope that the gesture will relaunch the Middle East peace process.

Francis, who made the surprise invitation to Shimon Peres and Mahmoud Abbas last month during his trip to the Holy Land, welcomed the two leaders in front of the modest guest house where he has decided to reside after renouncing the papal apartments in the Apostolic Palace.

It was the first public meeting between the two presidents in more than a year and was taking place more than a month after United States-led peace talks collapsed amid bitter mutual recrimination. The three, accompanied by Patriarch Bartholomew, spiritual head of the Orthodox Christians, were then driven together in a white mini-van to what the Vatican has called a "neutral" site in the Vatican gardens with no religious symbols. They walked together, with the pope between Peres and Abbas, down a tree-lined lane to their seats on either side of the pope as a chamber orchestra played.

Religious representatives of the three religions— Judaism, Christianity and Islam— then began prayers for peace in Italian, Hebrew, Arabic and English.

Economic revival 'paramount' goal of Modi govt: President

Seeking to heal the fractured and contentious politics of the previous years, President Pranab Mukherjee on 9th June said the new government at the Centre will work for development in a resurgent India in which corruption will have no place.

The President was addressing the first joint sitting of Parliament as mandatorily required under the Constitution after general elections that brought in the Narendra Modi government last month.

In a word of assurance to minorities, the address said the new government is committed to making all minorities equal partners in India's progress.

The address is the political, economic and foreign policy road map of the Modi government voted to power and covers virtually all the crucial areas including the need to address the difficult economic situation in which inflation has to be reined in and growth to be reignited.

Newly-elected Lok Sabha members and those belonging to the Rajya Sabha, Prime Minister Modi, his cabinet colleagues, former Prime Minister Manmohan Singh, Congress President Sonia Gandhi and other opposition leaders heard the 50-minute speech with rapt attention interspersed by occasional thumping of desks.

The President said putting the economy back on track is paramount.

The government will put it back into a high growth path, rein in inflation, reignite the investment, accelerate job creation and restore the confidence of the domestic and international community.

On the foreign policy, the President said while the government was committed to work towards building a peaceful, stable and economically inter-linked neighbourhood, "we will never shy away from raising issues of concern to us at a bilateral level.

The world number one also became the first man to win five Roland Garros crowns in succession as the 28-year-old took his record at the tournament to 66 wins against just one defeat.

His tally of 14 majors equals the mark of Pete Sampras and puts him just three behind the all-time record of Roger Federer who is almost five years older.

Defeat was cruel for world number two Djokovic, the 2012 runner-up, who still needs a French Open title to become just the eighth man to complete the career Grand Slam.

The 3hr 31min duel ended on a sour note when Djokovic double-faulted on match point, shaken by a shout from the crowd.

It was only the second time the champion had dropped the opening set of a final in Paris -- in 2005 against Mariano Puerta and in 2006 against Roger Federer.

Karachi airport siege over, 28 killed in Pak Taliban terror attack

28 people were killed as Pakistan's military fought an all-night battle on Monday with Taliban gunmen who besieged Karachi airport armed with rocket launchers and suicide vests, leaving a nascent peace process in tatters.

Ten militants were among the dead as Pakistan's biggest city witnessed a return of the kind of spectacular offensive waged before by the Tehreek-e-Taliban Pakistan (TTP) during an insurgency that has claimed thousands of lives.

The attack at Karachi's Jinnah International Airport began just before midnight on 8th June and around dawn, the military said that all 10 attackers had been killed.

Hillary Clinton described differences with Obama on Egypt

Distancing herself from some aspects of the Obama administration's handling of the Arab Spring, Hillary Rodham Clinton says in her upcoming book that she pushed for Egyptian leader Hosni Mubarak to transition power to his successor but was overruled by President Barack Obama.

In her book "Hard Choices," a copy of which was purchased by The Associated Press, Clinton describes an administration split during the frantic days of Arab protests in 2011. She includes herself among an old guard of cautious realists such as vice president Joe Biden, national security adviser Tom Donilon and defence secretary Robert Gates who were at odds with a younger generation of White House aides "swept up in the drama and idealism of the moment."

Clinton says she didn't want the US to be seen as pushing a longtime partner out without a clear picture of the future for regional allies such as Israel and Jordan.

For Clinton, highlighting the policy differences she had with Obama, however subtle, may prove crucial if she decides to run for president in 2016. Egypt is a particularly appealing example given the turbulent path it has taken since Mubarak stepped down amid violent street protests more than three years ago.

Since then, a Muslim Brotherhood-led government came to power only to be ousted in a military coup, the leader of which recently prevailed in an internationally criticized presidential election.

The book addresses other foreign policy challenges during Clinton's four years as Obama's top diplomat.

Clinton says the Obama administration made a tactical mistake, one long argued by the Jewish state and its powerful backers in Washington.

She said pushing for a freeze on the building of new Israeli homes in disputed territories hardened Palestinian President Mahmoud Abbas, who didn't negotiate directly with Israel for most of a 10-month construction pause because it didn't include East Jerusalem.

When Netanyahu let the freeze expire, the talks collapsed, though she blames both sides for the failure. Abbas, she notes, ridiculed the Israeli concession. But then the Palestinian demanded its extension for a continuation of negotiations with Netanyahu.

Clinton does not write about her hospitalization that followed the discovery of a blood clot and a concussion caused by a fall in December 2012. She said in an interview with ABC News, an excerpt of which aired Friday, that if she seeks the White House again she will release her medical records in the same manner as past presidential candidates.

"I would do what other candidates have done, absolutely," she said.

Presidential candidates typically release medical records once it becomes clear they will win their party's nomination. Clinton's health was not an issue in her 2008 campaign and she did not release medical records during the primaries.

Clinton writes in the book that she hasn't decided her political future.

Afghanistan flash floods killed around 60

Flash floods have killed around 60 people in northern Afghanistan, washing away hundreds of homes and forcing thousands to flee, officials said on Saturday warning that the death toll was expected to rise.

The floods in the remote mountainous district of Baghlan province come a month after a landslide triggered by heavy rains buried a village and killed 300 people in a nearby region.

The twin disasters highlight the challenges facing underdeveloped Afghanistan's next leader as the country heads into the second round of the presidential election on June 14.

But it took all her legendary grit and resolve to recover from the loss of the second set on a tie-break after she had stood just two points away from the title at 5/3.
