Jitan Ram Manjhi sworn in as Bihar CM

Mahadalit leader Jitan Ram Manjhi was on 20th May sworn in as Bihar Chief Minister after Nitish Kumar quit the post in the wake of a rout in the Lok Sabha elections.
Governor D Y Patil administered the oath of office and secrecy to Manjhi at a function at the Rajbhawan in Patna.
Nitish on 19th May had picked Manjhi to be Bihar’s new chief minister, after JD(U) MLAs gave in to his insistence on stepping down, and authorised him to choose their leader.
Manjhi, 68, MLA from Maqdumpur in Gaya, was Nitish’s SC/ST welfare minister, who came in third behind the BJP and RJD candidates at the Gaya Lok Sabha seat on Friday. He was not among the half a dozen leaders who were widely expected to succeed Nitish after he resigned on Saturday, taking “moral responsibility” for the JD(U)’s poor showing in the Lok Sabha election.
The Mahadalit constituency is a creation of Nitish, who put all Scheduled Caste groups other than Paswans in this tent. Mahadalits account for 12 per cent votes, and are a core Nitish constituency. The choice of a Mahadalit, which Nitish made in consultation with JD(U) national president Sharad Yadav, sends out the politically powerful message of the transfer of power from an OBC — Nitish himself — to an SC.

Lok Sabha election debacle: Akhilesh sacked 36 leaders; refuses to quit

Rattled by Samajwadi Party’s rout in Lok Sabha polls, Uttar Pradesh Chief Minister Akhilesh Yadav on 20th May sacked 36 leaders having status of Minister of State in his government but ruled out his resignation.
Party sources said among those who got the axe were over six leaders of minority community, adding Mr. Yadav might remove some cabinet and state ministers too after the poor performance in the Lok Sabha polls, where the party managed to get just five seats.
Amid demands for his resignation, Mr. Yadav, however, indicated that he was in no mood to quit and said reasons behind Samajwadi Party’s poor show were being reviewed by the party chief Mulayam Singh Yadav.
The chief minister presided over the first cabinet meeting after the completion of the polls, on 20th May.
Prominent among those who have been removed are Narendra Bhati and Surendra Mohan Agarwal, who had tasted defeat in Gautam Buddh Nagar and Kanpur seats respectively, RLD turncoat Anuradha Chowdhury, traders’ body leader Sandeep Bansal, former Agra Mayor Anjula Mahaur, Surabhi Shukla, Ranjana Bajpai KC Pandey, Kamlesh Pathak, Ashu Malik, Satish Dixit and Manoj Rai.
Those from the minority community included Anis Mansori, Mohammad Abbas, Iqbal Ali, Haji Iqram and Kamruddin, they added.
Raja Chaturvedi and Ram Singh Rana, former student leaders, were also axed.
The ruling party got five out of 80 seats in the Lok Sabha polls, just two years after it got a spectacular mandate in the assembly elections.
BJP and its ally Apna Dal clinched 73, while Congress got two seats.
Among the five seats, Mr. Mulayam Singh Yadav won on two seats — Mainpuri and Azamgarh. Rest three are Kannauj, Badaun and Firozabad clinched by his daughter-in-law Dimple Yadav and nephews Dharmendra Yadav and Akshay Yadav respectively.

Congress extended support to new JD(U) government in Bihar

Congress in Bihar on 20th May decided to continue with “unconditional” support to JD(U) government in Bihar and handed over its letter of support to Governor D.Y. Patil.
As directed by the All India Congress Committee (AICC), a Congress delegation led by state president Ashok Choudhary met the Governor and submitted the letter.
With the support of the four-member Congress, the numbers for the new JD(U) government has increased to 124 in the Assembly whose effective strength at present is 239.
Asked about the chances of Congress joining the new ministry to be led by Jitan Ram Manjhi, he said there was no instruction from the Congress leadership.
State Congress vice president and media in-charge Prem Chand Mishra said Congress support to a secular government in Bihar was “unconditional.”
Congress Legislature party leader Sadanand Singh said, “We are continuing our support to JD(U) after it severed ties with BJP.”
Congress has four members in the Assembly at present and three members including PCC chief Ashok Choudhary in the Legislature Council.
With Nitish Kumar turning down the plea to withdraw his resignation as Chief Minister and choosing Mr. Manjhi as his successor on Monday, a JD(U) delegation had handed over a letter of support of 117 JD(U) MLAs, 2 Independents and 1 CPI to the Governor while staking claim to form the government.
Congress had bailed out JD(U) ministry in Bihar after Mr. Kumar had broken up with BJP in June last year.

People voted for their hope, aspiration: Modi

Elected leader of the BJP Parliamentary Party, Narendra Modi on 20th May declared that the Lok Sabha election results represent a new hope for the common man, and dedicated his government for the uplift of the poor, oppressed and deprived.
“I accept the responsibility you have reposed in me. You will never get an opportunity to look down on what my government will do,” he said in a 30-minute speech after he was unanimously elected the leader of the BJP Parliamentary Party by the newly-elected Lok Sabha members and those of Rajya Sabha.
The election took place at the Central Hall of Parliament after his name was proposed by senior leader L.K. Advani and seconded among others by Murli Manohar Joshi, Sushma Swaraj, Venkaiah Naidu, Arun Jaitley and Nitin Gadkari.
“A new hope has arisen in the common man. This is the biggest significance of this election results. At the end of the day, who is the government for? It is for the poor.
“The new government will dedicate itself for the poor, crores and crores of youth, and for the safety and security of the mothers and sisters, those in the rural areas, and the oppressed and the deprived,” Mr. Modi said.
Referring to the nature of the verdict, he said if it had been a hung or fractured, then one could say that people had vented their anger against the government and that it was anti-establishment.
“By giving BJP an absolute majority, they have voted for hope and trust. People have voted for hope and faith, and I will do everything to fulfil their aspirations,” he said, adding that he is a man full of optimism.
Recollecting an earlier speech of his, he said his government’s motto will be “with everyone and for everyone’s development”. “This is the time for new hope and strength,” he said.
Mr. Modi said in 2019 he will meet the MPs again with a report card.
The PM-to-be also took the opportunity to praise the work of the past governments, saying every government and its leaders have contributed to the welfare of the country and we will carry forward whatever good they have done.
Invoking former PM and BJP leader Atal Bihari Vajpayee, Mr. Modi said it would have been an icing on the cake had the ailing leader been present among them today.
As BJP leaders clapped and cheered, he said an era of responsibility has begun as people had high expectations from them.
During his acceptance speech, 63-year-old Mr. Modi broke down when he referred to L.K. Advani's mention that he had done favour to the party by taking up the responsibility.
“Can serving the mother be a favour? A son is only dedicated to serve the mother....The favour has been done by the party,” he said addressing the newly-elected MPs of the party in the historic Central Hall of Parliament.
Referring to his humble background, Mr. Modi said it was an ode to Indian democracy and its founding fathers that he was standing there, all set to be the new PM.
He asked party MPs to work with all purity not for designations but for the people of the country. “We are here in the temple of democracy. We will work with all purity... not for the designation but the people of the country. Work and responsibility are the biggest things.”
Recalling his hectic campaign, he said every speck of his body and every moment of his time was dedicated to fulfill the responsibility BJP had given by making him its prime ministerial candidate on September 13 last year.
Mr. Modi said he reported to party president Rajnath Singh after the campaigning for the elections was over on May 10 and will similarly report to MPs, party and the country about the work of his government in 2019.
“I want to assure people that there is no need for pessimism and they should not go by the past bad experience. The country has huge potential. If all countrymen take one step, the nation can move forward by 125 crore steps,” he said.
It was for the first time he entered the Central Hall of Parliament and he recalled that he had seen the Chief Minister's office and a State Assembly for the first time after he was made Gujarat Chief Minister in 2001.

ICICI bank cut home loan rates by up to 15 basic points

ICICI bank has cut home loan rates for women and salaried individuals by 15 and 10 basis points, respectively. Home loans up to Rs 75 lakh will be available at 10.1% for women and 10.15% for salaried men as against 10.25% earlier.

The private bank's lending rates are now in line with that of State Bank of India, which were until now the cheapest in the industry. SBI offers home loans up to Rs 75 lakh to women borrowers at 10.1% and other borrowers at 10.15%. The rates are also cheaper than that of HDFC - the largest housing finance company, which offers home loans up to Rs 75 lakh at 10.25%.

ICICI Bank sources said that the cut in rates was part of a strategy to grow retail assets, which rose 23% last year at a time when corporate loan book grew by only 8%. Home loans are seen as the most secure part of retail business and within home loans, advances to the salaried have the lowest defaults.

SBI's rate for women also applies to joint loans where the women is the first co-applicant and the first owner in the case of a joint property. Another private lender Axis Bank also offers loans up to Rs 75 lakh at 10.25%.

Bankers say that 99% of loans are in the below 75 lakh category.

Chinese airline to buy 50 Boeing aircraft for $6 billion

A new low cost Chinese carrier has signed an agreement with Boeing to purchase 50 aircraft worth over $6 billion, the largest ever deal made by a private airline in China.

Jiuyuan Airlines, based in Guangzhou City, China's southern business hub, got approval from the Civil Aviation Administration in February and is expected to begin flights in the second half of this year.

The deal was signed yesterday. The aircraft, including Boeing's 737-800 and 737 MAX, are expected to be in operation by 2020, state-run Xinhua news agency reported.
The budget carrier plans prices as low as 9 yuan ($1. 46) to tap a new client source. Guangzhou is the top destination of Chinese migrant workers.

Jiuyuan Airlines  is jointly owned by Shanghai Juneyao Airlines Co Ltd, Elion Resources Group Limited Company, Xinhualian Holding Co Ltd and Juneyao's Ji Guangping with a registered capital of 600 million yuan.

GoAir to cut free hand baggage to 7kg from June 1

After reduced free check-in baggage weight, domestic flyers will now be able to carry less as cabin or hand baggage inside the aircraft. Low cost carrier GoAir which currently allows 10 kg as hand baggage will reduce this to seven kg from June 1. Incidentally the Wadia Group company was among the few Indian airlines to offer 10 kg free hand baggage as other desi carriers like IndiGo and Jet allow only seven kg.

Air India (domestic) does not have weight restriction on hand baggage but, like all airlines, it limits the size of bag allowed on board aircraft. "The sum of the hand bag's length, breadth and height should not be more than 115 cm. The idea is to limit this weight to seven to eight kg but there is no formal weight limitation for cabin baggage," said an AI official, adding that in addition most airlines allow a "reasonable size" ladies hand bag, laptop bag and other small items like reading material and infant food.

Air travellers globally use the 'generous' hand baggage allowance to transfer stuff from their heavy check-in bags to cabin bags and avoid paying hefty charges. But airlines are now systematically reducing the weight allowed free of charge in both these items. Most desi airlines recently reduced free check-in baggage weight for domestic flyers from 20 kg to 15 kg. And now, free hand bag allowance is also being reduced.

Tata Global acquired Australian coffee co

Tata Global Beverages (TGB) has bought, through its overseas subsidiary based in the U.K., the entire stake in the equity capital of Bronski Eleven Pty Ltd., Australia.
TGB said that the Australian company was engaged in the roast-and-ground (R&G) coffee, and coffee in pods (single service portions) segments under the MAP brand in Australia.
The investment is in line with TGB’s strategic vision to become a leader in the good-for-you beverage segment in Australia, the company said in a stock exchange filing.
The buy also helped Tata Global Beverages expand its portfolio to include high-growth, contemporary single-serve business, it added.
The company, however, did not disclose the amount involved in the transaction.
A few years ago, Tata Global Beverages, then known as Tata Tea Ltd., embarked on a strategy to gradually defocus its plantation business and position itself as a beverage company.
It spun off its tea estates in Assam, West Bengal and in the South into separate companies, and started concentrating on the good-for-you beverage segment.
Over the last few years, it has made a string of purchases in the beverage segment.
It is now a global company, with 65 per cent of its revenue coming from outside India.
It said that 90 per cent of revenues come from sale of branded products in 40 countries with the remaining coming from the plantation and extractions.
The beverage positioning has been driven mainly by acquisitions, with two of its flagship brands – Tetley and Eight o Clock Coffee coming through that route. Besides tea and coffee, TGB is marking a major presence in fortified water segment too.

AT&T to acquire DirecTV for $48.5 b

AT&T agreed on 18th May to buy the satellite television operator DirecTV for $48.5 billion, trying to tilt the balance of power with media companies as the market for broadband Internet and video shifts. With the acquisition, AT&T becomes the latest telecommunications giant seeking to establish an even greater reach.
Comcast agreed in February to buy Time Warner Cable for $45 billion, a bid to become the country’s dominant provider of cable TV and high-speed Internet access. And Sprint, which is controlled by the Japanese telecom company SoftBank, has made no secret of its desire to merge with T-Mobile USA, creating a serious rival to Verizon and AT&T.
The media chessboard is moving more this year than it has in the past decade, said Richard Greenfield, a media analyst with the brokerage firm BTIG. Youre seeing major shifts. Everyone is jockeying for position.
The newest round of consolidation may weigh heavily on the minds of government regulators, who have expressed growing concern that the nations television and Internet services are increasingly controlled by just a few corporate behemoths.
For consumers, the acquisition may change little, at least at first, since AT&T and DirecTV share little overlap. AT&T said on Sunday that it planned to bundle its new acquisitions services with existing offerings like broadband Internet and cellphone service.
To some analysts, AT&Ts latest acquisition seems questionable. The pay television business is considered a mature market whose subscriber growth has slowed sharply in recent years.
Still, the company has been trying to compensate for slowing growth in its own core businesses, including by moving into home security offerings and mobile data for cars.
Randall L. Stephenson, AT&Ts chief executive, said in an interview on Sunday that he had discussed the possibility of buying DirecTV with his counterpart at the satellite TV provider, Mike White, for some time.
By acquiring the countrys biggest satellite television operator, AT&T would gain more clout in negotiating with media companies as it increasingly focuses on video offerings. Through the deal, AT&T would become the countrys second-biggest pay TV provider, behind only Comcast. — New York Times News Service
DirecTV would also bolster AT&Ts financial resources as it continues to invest in wireless-broadband capabilities, an effort that is expected to include bidding at least $9 billion for wireless network spectrum in a forthcoming government auction

Jitan Ram Manjhi to be new Bihar chief minister

Makhdumpur MLA Jitan Ram Manjhi was sworn in on 20th May as Bihar's 23rd chief minister. Governor D Y Patil administered the oath of office and secrecy to Manjhi and 17 ministers, including the two new faces of Dulalchand Goswami and Vinay Bihari. The new government will seek a trust vote in the assembly on May 23.

Manjhi, 68, was SC/ST welfare minister under former CM Nitish Kumar who resigned owning responsibility for the poor performance of JD (U) in the parliamentary polls. He is the third dalit chief minister of Bihar after Bhola Paswan Shastri and Ram Sunder Das, but first from the Musahar caste.

All the ministers of Nitish cabinet have been retained. Dulalchand and Vinay Bihari, the two independent MLAs who supported the JD (U) government in writing, have been inducted as cabinet ministers.

The ministers who took oath are Vijay Kumar Chaudhary, Bijendra Prasad Yadav, Narendra Singh, Brishen Patel, Ramai Ram, Bhim Singh, Damodar Raut, Narendra Narayan Yadav, P K Shahi, Shahid Ali Khan, Shyam Rajak, Nitish Mishra, Awadhesh Prasad Kushwaha, Gautam Singh, Lesie Singh besides Goswami and Bihari.

While Manjhi chaired his first cabinet meeting as CM after the swearing-in ceremony, former CM Nitish denied the opposition charges that the new CM would be remote controlled by him. "This government will run directly, and not through remote control," he said.

Some BJP and RJD leaders were also present at the swearing-in ceremony.

The former CM said attempts would be made to create problems for the new government, but it would work with firm commitment. He took pains to explain that it was a big challenge for him to convince the legislators about the reasons behind his resignation.

All the ministers will retain their portfolios. While Goswami has been given labour resources department, Bihari will look after the art, culture and youth affairs. Bihari is a singer and has also acted in some Bhojpuri films.

Bihar CM Nitish Kumar resigned after LS poll drubbing

Bihar Chief Minister Nitish Kumar on 17th May submitted his resignation to Governor D.Y. Patil on Saturday, a day after his party Janata Dal (United) suffered a drubbing in the general elections.
An official at the Chief Minister’s residence confirmed that Mr. Kumar has put in his papers.
Since the JD (U) fared poorly in the Lok Sabha election, there was speculation the Nitish Kumar government in Bihar may fall as party legislators would desert him.
Mr. Kumar has been in the saddle since Nov 24, 2005, and won a second term in the 2010 assembly elections.
The JD (U) won only two of the 40 Lok Sabha seats from Bihar. In 2009, it won 20 seats in alliance with the BJP.
This time, the BJP won 22 seats and its allies, the Lok Janshakti Party (LJP) won six and Rashtriya Lok Samata Party (RLSP) won three seats. The Rashtriya Janata Dal (RJD) won four, while its ally Congress bagged two and the Nationalist Congress Party (NCP) managed to win one seat.
Another setback for Nitish Kumar was that then JD (U) bagged only one of five assembly seats where bypolls were held along with the Lok Sabha polls. The RJD bagged three seats and the BJP took one.
Upbeat over unexpected victory, the Bharatiya Janata Party has already demanded the resignation of Nitish Kumar for his party’s rout in polls.

Historic win for NDA with 336 seats, 282 for BJP

As Lok Sabha Elections 2014 wound down to a historic close, the BJP-led NDA claimed a landslide victory, making huge gains across the country. As results for all 543 Lok Sabha seats were announced, the NDA looked set to win 336 seats, not only far ahead of the half-way mark but also relishing a victory whose scale they had not themselves anticipated. For, incredibly, the BJP crossed the 272 mark comfortably on its own, without allies, winning 282 seats, a gain of 166. This is the biggest victory since the 1984 election that Rajiv Gandhi won with 414 LS seats. It is also the first time ever in the 67-year history of independent India that a non-Congress party has won a simple majority on its own.

RBI to launch plastic notes next year: Raghuram Rajan

Raghuram Rajan, Reserve Bank Governor, on 15th May, 2014 announced that plastic currency notes would be launched in the country in 2015 after field trials. He was talking to reporters after a board meeting of the Reserve Bank of India (RBI) in Shimla. The government in February had informed Parliament that one billion plastic notes of Rs 10 denomination will be introduced in a field trial in five cities selected for their geographical and climatic diversity.
The other four selected cities are Kochi, Mysore, Jaipur, and Bhubaneswar. The field trial is expected to be launched in the latter half of 2014. Plastic notes have an average life span of about five years and are difficult to imitate. Also, currency notes made of plastic are cleaner than paper notes. Plastic notes were first introduced in Australia to safeguard against counterfeiting of currency. Several countries in the West have introduced plastic notes for their advantage over normal notes.

201 dead, many trapped in Turkish coal mine

Turkey’s Energy Minister Taner Yildiz on 14th May said the death toll from an explosion and fire at a coal mine in western Turkey is now 201.

Court ousted Thailand PM Yingluck

Thailand’s Prime Minister and part of her Cabinet have been forced out of office by a Constitutional Court ruling finding her guilty in an abuse of power case, pushing the country deeper into political turmoil.
Prime Minister Yingluck Shinawatra was charged with abusing her authority by transferring a senior civil servant in 2011 to another position, and found Cabinet members in office at the time complicit in the decision.
The court ruled that the transfer was carried out with a “hidden agenda” to benefit her politically powerful family and, therefore, violated the constitution, an accusation she has denied.
The ruling forces Ms. Yingluck and nine members of her current caretaker Cabinet from office. It was not immediately clear who would become the new acting caretaker Prime Minister.

SC allowed TN to increase Mullaperiyar water level

In a major victory for Tamil Nadu, the Supreme Court on 7th May declared as unconstitutional the law passed by Kerala in 2006, constituting the Dam Safety Authority to prevent the State from raising the water level in the Mullaperiyar dam from 136 ft to 142 ft.

A five-judge Constitution Bench of Chief Justice R.M. Lodha and Justices H.L. Dattu, C.K. Prasad, Madan B. Lokur and M.Y. Eqbal, allowing the suit filed by TN permanently restrained Kerala from interfering with the rights of Tamil Nadu from raising the water level in the dam from 136 ft to 142 ft.

Justice Lodha, who wrote the judgment, also restrained Kerala from enforcing its law on Tamil Nadu. By enacting the law and fixing the storage height of the dam at 136 ft, Kerala had nullified the 2006 judgment and usurped judicial power and thus interfered with the judicial functioning.
The Bench said the Constitution envisaged separation of powers among the Executive, Judiciary and Legislature and one should not encroach into the domain of the other. Independence of the judiciary and courts alone would ensure rule of law, the Bench said.
The Bench said the Legislature could only amend the law but could not invalidate a judgment or a decree passed by the court. The law enacted by Kerala legislature was an attempt to interfere with the judicial functioning, the Bench said and struck the law as unconstitutional and void.
The Bench appointed a three-member committee with chairman of the Central Water Commission as the chairperson and representatives from the States of Kerala and Tamil Nadu to supervise and ensure that the water level in the Mullaperiyar dam was raised up to 142 ft.
To allay the apprehensions of Kerala, though none exists, the Bench said the committee should make periodic inspection of the dam, before the monsoon and during the monsoon and take all steps necessary for the safety of the dam. The Kerala government was directed to allow Tamil Nadu to carry out all repairs and take all other steps for the safety of the dam.
On a suit filed by Tamil Nadu, the apex court in 2006 permitted the State to raise the water level from 136 ft to 142 ft. Within 15 days of the verdict, Kerala enacted a law and constituted Dam Safety Authority to prevent Tamil Nadu from raising the water level beyond 136 ft. In April 2006, Tamil Nadu filed a fresh suit to declare the law as unconstitutional. On 7th May, after eight years the apex court decreed the suit in favour of Tamil Nadu.
